For Multicultural Society Seoul Opens 'Global Center' for Foreigners Foreigners xan lead more comfortable lives in Seoul with municipal government's opening of a new one-stop service center for residents from foreign countries Wednesday. We welcome the Seoul Global Center as it will help improve the business, tourist, cultural and living environment of foreign nationals. The cneter will contribute the developing Seoul into a global city favorable th foreign investors, businessmen and their family members. The move is part of "Plans for the Globalization of Seoul" that were unveiled last July. Under the catchphrase of "Soul of Asia", the city has been making concerted efforts toward globalization. However, foreigners are still exeriencing inconveniences in daily life in Seoul and other Korean cities. Foreign residents have frequently complained about the lack of public infrastructure and facilities for foreigners. They have difficulty getting around and doing busimess due to communication problems. It is hard for them to obtain Korean credit cards. And it is not sasy for them to subscribe to mobile phone services. A foreigner invited to the opening ceremony said she has gone without a credit card for seven years. Located on the third floor of the Korea Press Center near City Hall, the center offers seven major services in different languages, including English, French, Chinese and Japanese. They cover business, administrative, education and cilture, housing, medical service, visa sxtension and tax consultation. Through the center, foreigners can easily get credit cards, driver's licenses and mobile phones. They can also open bank accounts, get a certificate of foreigner registration, and file civil applications. From late next month, the conter will open its Web site(http://global.seoul.go.kr). The site is to offer information about business, tourism, leisure, cultural events, jobs, housing, education and transportation. It currently operates a hotline (02-1688-0120). It has taken over the services provided by the Seoul Help Center for Foreigners. We hope that foreigners will actively use the center to resolve their inconveniences and get reliable information. South Korea has moved toward a multicultural and multiracial society due to rapid globalization, growing foreign trade and investment, and rising mixed-nationality marriage. The number of foreigners staying in the country surpassed the one-million mark last August, accounting for 2 percent of the total population. About 229,000 foreigners live in Seoul, taking 2.2 percent of the total city residents. Therefore, not only the city but also the nation are obliged to ensure a converient and comfortable life for foreigners. South Korea also has to guarantee equal opportunity and human rights for those from other countries. It is regrettable that the country has often come under criticism for discrimination against foreigners, especially migrant workers. Koreans are required to open their mind to embrace foreign residents as their neighbors. '아시아의 영혼'이라는 표어 아래 서울은 세계화를 향한 혼신의 노력을 하고 있다. 그러나 외국인은 여전히 서울 등 대도시에서 일상생활을 하는데 불편을 겪고 있다. 외국인 거주자들은 공공 인프라와 시설 부족에 불만을 호소하곤 한다. 그들은 의사 소통 문제로 사업을 하는데 어려움을 겪고 있다. 국내 신용카드 개설도 어렵다. 그리고 그들에게는 휴대폰 개통도 쉽지 않다. 센터 개관식에 초대된 한 외국 여성은 신용카드를 갖게 되는데 7년이 걸렸다고 말했다. 시청옆 프레스 센터 3층에 위치한 이 센터는 영어, 불어, 중국어 그리고 일본어 등 7개 주요 언어로 서비스를 제공한다. 그들은 비즈니스, 행정, 교육, 문화, 주거, 의료 서비스, 비자 연장 그리고 세무 상담을 담당하고 있다. 이 센터를 통하여 외국인들은 신용카드, 자동차 운전 면허를 발급 받고 휴대폰을 좀 더 쉽게 개통할 수 있다. 그들은 또한 은행 계좌 개설, 외국인 등록증 발급 그리고 대민 업무를 취급하고 있다. 다음 달 말 이 센터는 웹 싸이드(http://global.seoul.go.kr)를 개설한다. 이 싸이트는 사업, 관광, 여가, 문화 행사, 일자리, 주거, 교육, 교통에 관한 정보를 제공하기로 돼 있다. 상담 서비스 전화번호 02-1688-0120를 열어 놓고 있다. 서울시 외국인종합지원센터가 서비스를 대행하고 있다. 외국인들이 불편함을 해결하고 신뢰할 만한 정보를 얻을 수 있도록 센터를 적극적으로 이용하기를 바란다. 한국은 급속한 세계화와 대외 무역, 투자, 국제결혼의 증가로 다문화, 다인종 사회로 변화해가고 있다. 한국에 거주하는 외국인 수는 지난 8월 100만 명을 넘어섰고 전체 인구의 2%를 차지한다. 서울에는 시 총 인구의 2.2%를 차지하는 약 22만9,000명의 외국인이 살고 있다. 그러므로 서울시 뿐 아니라 국가는 외국인들을 위해 편리하고 안락한 생활을 할 수 있게 해 주어야 한다. 한국은 또한 각국에서 온 사람들에게 동등한 기회와 인권을 보장해야 한다. 외국인들, 특히 외국인 노동자들에 대한 차별로 비난을 받아온 것은 유감스러운 일이다. 우리나라 국민은 외국인 거주자들을 자신의 이웃처럼 열린 마음으로 포용해주기를 바란다.
