Lee's Nomination Raises Doubt About Real Intention When President-elect Lee Myung-bak's attempt to do away with the Uni- fication Ministry met considerable oposition recently, he employed some sophistry. "From now on, not one but all ministries will deal with the uni- fication issue, "Lee said. Would it be too much then to say his nomination for the post Monday confirmed the widespread suspicion that the next president is little intersted in furthering inter-Korean ties? "The June 15 Joint Declaration by the two Koreas is only North Korea's operational document against the South." "The sunshine policy of engag- ing North Korea must be reexamined from the ground up."These are but a few of the remarks made by Lee's nominee for the unification portfolio. Nam Joo-hong, a politics professor, has steadfastly said North Korea could - or should, one might suspect - crumble anytime under the economic and political problems. Called a "Korean neocon,"he would easily put John Bolton, the former U.S. enboy to the United Nations, to shame. Palpable is ministry officials' embarrassment with the prospect of serving a minister who regards the peaceful unification of two Koreas as some sort of a "romantic fantasy." To ensure fairness, let's examine his theory Seoul could help Pyongyang attain per capit aincome of $3,000 if it abandons its nuclear programs. On the surface, it appears to be a gradual, reciprocal approach. In reality, however, there are not many things South Korea can do by itself to denuclearize and open up the Stalinist regime, as it is basically an issue between Washington and Pyongyang that should be discussed with in the framework of the six-party talks. Nam's formula would neither solve inter-Korean issues nor help the six-nation negotiations much. Inter Korean relations also involve numerous economic and humanitarian issues that cannot be dealt with from international aspects only. Most importantly, Nam's stance does not match that of his boss, who has made it clear that peaceful reunification cons titutesthe backone of his Norty Korean policy. President-elect Lee should be well aware of the stark reality that his professed goal of 7-percent growth and becoming sevevth most advanced economy would be impossible without stability on the Korean Peninsula. This makes it all the more difficult to understand why he picked a Cold War warrior-who has seemingly jumped from the 1960s and '70s for none other than the unification minister. Some say Nam's appointment was the result of regional consideration as he hails from the southwestern province of Jeolla, a bastion of Lee's political oponents. If this is true or not, one can't help feeling equally baffled with the importance - or lack of it - Lee puts on one of the longest and most ardent popular aspirations. In short, Seoul's pursuit of peaceful unification is a duty stipulated by the Consititution. "북한을 포용하는 햇볕정책은 원점에서 재검토해야 한다." 이는 통일부장관에 지명된 사람의 발언 중 한 두 가지에 지나지 않는다. 정치학 교수인 남주홍씨는 북한이 언제라도 정치, 경제적 문제로 인해 붕괴될 수 있다고 - 아니면 붕괴되어야 한다고 생각될 정도로- 줄기차게 말해왔다. 한국의 "네오콘"이라고 불리는 그는 전 유엔주재 미국 대사인 존 볼튼을 무색하게 만들 사람이다. 평화통일을 "낭만적 환상"정도로 여기는 장관을 모셔야 한다는 전망으로 인해 통일부 직원들이 느끼는 당혹감이 손에 잡히는 듯하다. 공정을 기하기 위해 북한이 핵 계획을 포기하면 1인당 소득 3,000달러를 이루도록 남한이 돕겠다는 그의 이론을 보자. 겉으로보기에 이는 단계적 상호주의로 보인다. 그러나 사실은 이 공산독재 정권을 비핵화하고 개방토록하는데 있어서 남한 단독으로 할 수 있는 일은많지 않은데 이 문제가 근본적으로 6자 회담의 틀 속에서논의되어야 할 북미간의 문제이기 때문이다. 남 교수의방식은 남북 문제를 해결하지도 모하고 6자 회담에도 별로 도움이되지 못할 것이다. 남국 관계는 또 국제적 측면에서 만이다루어질 수 없는 많은 경제적 인도적인 문제들을 포함하고 있다. 가장 중요한 것은 남교수의 입장이 자신의 상관의입장과도 맞지 않는다는 것인데 당선인은 평화통일이 대북 정책을 골간임을 분명히 한 바 있다. 이 당선인은 7% 경제 성장과 7대 경제 강국이 되겠다는 목표가 한반도의 안정없이는 성취될 수 없다는 것을 잘 깨달아야 한다. 이 점은 그가 마치 1960-70년대에서 튀어나온 듯한 냉전시대의 전사를 왜 하필 통일부 장관으로 골랐는지를 더욱 이해하기 어렵게 한다. 어떤 사람들은 남교수의 임명이 그가 이 당선인의 정치적 반대파의 아성인 서남지역의 전라도 출신인 관계로 지역 안배차원이라고 말한다. 사실이든 아니든 간에 이 당선인이 국민의 가장 오래된 열렬한 소망 중의 하나에 대해 부여하는 중요성 혹은 비중요성 때문에 당황되기는 마찬가지이다. 단적으로, 한국 정부가 평화 통일을 추구해야 한다는 것은 헌법에 명기된 의무이다. 이 당선인이 자신의 선택을 밀고 나간다면 머지 않아 자신의 발등을 찍는 격임을 알게 될 것이다.
