Future-Oriented Relationship Seoul, Tokyo Should Sever Vicious Circle The relationship between Korea and Japan has rattled to a virtual halt over the past three years. Now, pragmatic President Lee Myung-bak and his forward-looking Japanese counterpart, Prime Minister Yasuo Fukuda, appear set to restart it and drive at full throttle. Most people on both sides of the East Sea(or Sea of Japan) hope the new leaders will be able to turn the two physically close but emotionally distant countries into congenial neighbors. Unforunately, skeptics still seem to outnumber optimists, and with good reason. Chances appear brighter than ever. In just half an hour after moving into Cheong Wa Dae Monday, President Lee had a summit with Prime Minister Fukuda, the only top leader among four major powers attending the inauguration ceremony. Emperor Akigito also sent a congratulatory message to the Japanese-born Korean leader, something he didn't do for Lee's predecessor, Roh Moo-hyun. Lee and Fukuda agreed to revive "shuttle diplomacy"suspended since 2005. All these Japanese moves might be an expression of thanks for Lee's pledge not to take issue with historical matters by adopting a future-oriented mindset. But former President Roh made exactly the same promise upon taking office, only to break it later. Whether Lee will keep his word or not will dependon whether or not some Japanese politicians continue to distort historical facts to glorify their imperialist past or make unfounded territorial arguments. There will be a limit to the patience of even a pragmatic Korean president to hear the perennial sophistry. The same old vicious circle of vows for new starts followed by Japanese rightist groups' provocation and return to mutual antipathy will likely repeat itself. Moreover, a time bomb is ticking to rekindle their deep-seated antagonism, as the 100th anniversary of Japan's annexation of Korea will be in the middle of Lee's tenure. How the two governments will control their people's emotional outbursts in 2010 will determine their future relationship. Japanese people, even conscientious ones, say they cannot understand why Koreans keep demanding apologies again and again. From the viewpoint of former victims, however, the Japanese are telling them to not just forgive but forget the past, with out even making a single genuine, heartfelt apology, such as the one the Australian government made to its aborigine citizens recently. President Lee is right to try to sever the vicious cycle. Most Koreans may also be willing to buy into Japanese government's repeated claims that the views of a handful of ultra-rightists, who are turning a blind eye to international society can accept as real change in Japan would be its handling of the wartime sex slave victms. Is Tokyo ready to apologize to them like Canberra did? We are just talking. 미래 지향적인 관계 한국과 일본은 악순환을 끊어야 지난 3년간 한-일 관계는 덜컹거리며 간신히 굴러가다가 실질적으로 멈춰 서 버렸다. 이제 실용주의자인 이명박 대통령과 그의 미래 지향적인 일본측 상대인 후쿠다 야스오 총리는 양국관계에 재시동을걸어 전속력으로 달릴작정인 듯 하다. 동해(혹은 일본해)를 사이에두고 있는 양측 국민 대부분은 새지도자들이 물리적으로 가까우면서도 감정적으로는 먼 양국을 진정으로 의기투합하는 이웃으로 변화시킬 수 있기를 바라고 있다. 불행하게도 아직은 낙관론자 보다는 회의론자가 더많은 것 같으며 그럴 이유도 충분하다. 가능성은 그 어느 때보다 밝아보인다. 월요일 청와대에 입주한지 반 시간만에 이대통령은 4강 중에서는 유일하게 최고 지도자로 취임식에 참석한 후쿠다 총리와 정상회담을 가졌다. 아키히토 천오아도 이 일본 출생의 한국 지도자에게 축하 메시지를 보냈는데 전임자인 노무현 대통령에게는 하지 않았던 일이다.이 대통령과 후쿠다 총리는 2005년이후 중단된 "왕복 외교"를 재개하기로 합의했다. 이 모든 일본의 움직임들은 이 대통령이미래 지향적인 마음으로 역사적 문제에 이의를 제기하지 않겠다는 다짐에 대한 감사의 표시인지도 모른다. 그러나 노전 대통령도 취임시 똑같은 약속을 했지만 나중에 어기고 말았다. 이 대통령이 자신의 약속을 지키느냐 그렇지 못하느냐는 일부 일본정치인들이 군국주의적인 과거의 미화를 위해 과거사를 왜곡하거나 근거 없는 영토주장의 지속 여부에 달려있게 될 것이다. 아무리 실용적인 한국 대통령이라도 계속되는 궤변을 참고 들어주는 데는 한계가 있을 것이기 때문이다. 새 출발에 대한 다짐이 일본 우파 단체들의 도발로 이어지고 다시 상호 반목으로 악순환이 반복될 듯 하다. 게다가 뿌리깊은 적대감에 다시 불을 붙일 시한폭탄이 돌아가고 있는데 그것은 한일합방 100주년이 이 대통령의 임기 한 중간에 있기 때문이다. 양국 정부가 2010년 자국민들의 감정 분출을 어떻게 무마하느냐가 그들의 미래관계를 결정해 줄 것이다. 양심적인 일본인들 마저 왜 한국인들은 거듭거듭 사과를 요구하는것인지 이해가 안간다고 말한다. 그러나 피해자들의 관점으로 보면 일본 사람들은 한국 사람들에게 과거를 용서하는 정도가 아니라 잊으라고 말하는 격으로써 그것도 호주 정부가 원주민 국민들에게 했던 것 같은 진솔하고 충심어린 사과는 한 번도 하지 않은 채 그렇다는 말이다. 이 대통령이 이 악순환을 끊으려 하는 것은 옳다. 대부분의 한국 국민 역시 일본 정부가 거듭 주장하듯이 국제적 흐름과 정서에 눈을 감은 일부 극우파의 견해는 극히 소수라는 주장을 받아들일 용의가 있을 수도 있다. 한국과 국제사회가 일본이 정말로 변하고 있다고 받아들일 신호 중 하나가 그들이 전시 성노예 희생자들 문제를 어떻게 다루느냐 하는 것이다. 일본 정부는 호주 정부처럼 사과할 준비가 되어있는가? 그냥 한번 물어보는 거다.
