Another Election Coming Voters Should Remain Wide Awake in Casting Ballots Parliamentary polls are just four weeks away, but major parties will not have selected all of their candidates for an other week or so. This is a brazen disservice to taxpayers as well as consumers of politics named voters. Party leaders might say there is still sufficient time, as the Election Law sets the official campaign period at 15 days prior to the vote and sapiring lawmakers have already been briskly "running around" in their target pricincts. They might be right - if excessive electioneering is still the problem in Korea. Under the present system that discourages joint rallies and debates, however, many voters arrive at the polling booth knowing little more than candidates' names and their parties. Even more deplorable are the reasons for the delayed nomination, as the biggest criterion is not the applicants' ability and willingness to serve their electorates but loyalty to factional bosses. Voters can't help feeling like foils in the politicians' quadrennial feasts called "elections." We do not know hwo most Americans think of their nearly two-year long presidential elections. But Korean parliamentary polls are too short and too secretive to be called a participatory democracy, which should be rectified throuhg bipartisan efforts. Another problem in the upcoming elections here is the lack of any grand visions. Yes, all candidates will parrot thier respective but identical party slogans of "economic rebuilding." Painfully lacking in their harangue will be hwo they will work for the nation instead of pledging to snatch away larger shares of taxpaters' money for parochial pork barreling. Voters for thier part need to be aware of their duty of selecting parliamentarians, not regional workers. Some election watchers thnk President Lee Myung-bak's Grand National Party could grab up to two thirds of the 299-seat unicameral Assenbly, a level that will allow the GNP to revise the Constitution. The new president is still on a honeymoon with the people and the media, as well as enjoying support from the business, religious and academic sectors, not to mention the populous and politically influential Seoul and Gyeongsang areas. It may be too early for Lee and his GNP to remain complacent, though. Commentators watching the president's personnel appointments as well as some of his early policies are saying "the first two weeks were like two tears," and "I seem to be missing former President Roh already." As in any elections, the governing camp will be asking for a majority of Assembly seats for "stable" state administration, while the opposition will reiterate that "checks and balances" are the first principle of democracy. We will continue to respect our time-honored tradition of political neutrality. But voters should remember this: Four years ago, the situation was similar for the former ruling Uri Party, which wept the Assembly elections to win a parliamentary majority. What its self-rihgteous arrogance has then brouhgt about is self-evident. An even grimmer scenario is: What would have happened of the Uri had won two-third seats as many expected before the polls? 다가오는 또 한번의 선거 유권자들은 정신 바짝 차리고 투표해야 한다. 총선이 4주 밖에 안 남았건만 주요 정당들의 후보 공천은 일주일 정도 더 있어야 끝날것 같다. 이는 납세자이자 정치의 소비자인 유권자들에 대해 뻔뻔스러울 만큼 불친절한 행위이다. 선거법에 따라 공식 선거운동 기간은 15일이고 또 의원 지망생들은 이미 목표 지역구에서 활발히 "뛰고 있는" 만큼 정당 지도부는 시간이 충분하다고 말할 지도 모른다. 한국에서 과열 유세가 아직도 문제라면 그들의 말이 맞을 지도 모른다. 그러나 합동유세나 토론을 억제하는 현재의 제도 하에서는 다수의 유권자들이 후보의 이름이나 정당 정도 밖에 알지 못한 채 투표소에 들어선다. 공천이 늦어지는 이유가 더욱 한심스러운 것은 가장 큰 기준이 선거 구민들을 위해 봉사하려는 능력과 열의가 아니라 계파 보스들에 대한 충성심이기 때문이다. 유권자들은 4년 마다 열리는 선거라는 정치인들의 잔치에 들러리가 된 느낌을 지울 수 없다. 대부분 미국인들의 거의 2년에 이르는 대통령 선거에 대해 어떻게 생각하는지 알수는 없다. 그러나 참여 민주주의라고 하기에는 한국의 의원선거는 너무 잛고 숨기는게 많아 정파를 초월한 노력을 통해 시정되어야 한다. 이번 선거에서 또 하나의 문제는 원대한 비전이 없다는 것이다. 물론 무든 후보가 각기 다른 자기 당의 그러나 똑같은 "경제 살리기"란 구호를 앵무새처럼 외칠 것이다. 그러나 그들의 장고아설에서 편협한 지역 사업을 위해 납세자의 세금을 더 많이 챙겨오겠다는 다짐 대신에 국가를 위해 어떻게 일하겠다는 말은 빠져 있을 것이라 생각하면 가슴 아프다. 유권자들로서도 지역 일꾼이 아닌 국회의원을 뽑는 것이라는 사실을 의식할 필요가 있다. 일부 선거 관측통들은 이명박 대통령의 한나라당이 299ㅅ석의 단원제 국회에서 3분지 2의 의석가지도 차지할 수 있을 거라고 말하는데 이는 개헌이 가능한 수준이다. 신임 대통령은 아직 국민 내지 언론과 밀월관계에 있고 가장 인구가 많고 정치적 영향력이 큰 수도권과 영남 지역은 물론 재계,종교계 및 학계로부터 지지를 받고 있다. 그러나 대통령과 한나라당이 느긋함에 빠지기에는 너무 이를지 모른다. 대통령의 인사와 일부 초기 정책을 지켜본 정치논평가들은 "첫 2주가 마치 2년 같다"라거나 "벌써 노 전 대통령이 그리워진다"라고 말하고 있다 . 선거 때마다 항상 그렇듯이 집권당은 "안정적" 국정운영을 위해 과반수 의석을 달라고 할 것이고 야당은 민주주의의 제1원칙인 "견제와 균형"을 되뇌일 것이다. 우리는 오랜 정치적 중립의 전통을 지켜나갈 것이다. 그러나 유권자들이 명심할 것이 있는데 4년 전 당시 여당인 열린우리당도 똑같은 상황하에 있었으며 총선을 휩쓸며 과반 의석을 차지했다. 그래서 우리당의 독선과 오만이 초래한 바는 자명하다. 더욱 음울한 가정은 만일 많은 사람들의 예상대로 우리당이 3분의 2의 의석을 차지했었더라면 무슨 일이 벌어졌을까 하는 점이다.
