Cowardice on Canal No Cheap Tricks on Matters of National Concern President Lee Myung-bak, as shown by his brilliant career at Korea's largest builder, has thrived on large civil engineering works. If the restoration of Chenggye Stream project in downtown Seoul opened his way to the capital city's mayoralty, his Grand Korean Canal campaign pledge brought him decisive swing votes in inland precincts, helping to win the presidency in December. Curiously enough, however, his Grand National Party has decided to drop the waterway issue from next month's general elections. Why should the big asset in presidential elections turn into a source of concern in parliamentary polls? Had Lee used the project as electoral bait and given it up later, voters would have only criticized it as just political double-dealing. The problem is, neither the president nor his aides have said so. As long as the canal project is concerned, the official position of Cheong Wa Dae is to push ahead with it, only after "collecting public opinion." If would be a waste of space if we repeat the pros and 춘 of the controversial project here, but the gulf in both its costs and benefits is too wide to think they are talking about the same topic,. There must be more and wider open debates based on objective data. And what could provide a better stage than the general elections? So far, it has been a fight between environmentalists and other civic groups on the one hand and the government on the other. It has become now the hottest campaign issue, one that divides Lee and his party from all other candidates. At the front of the anti-canal crusade are the ex-GNP politicians who recently bolted from the party after failing to win selection to run in the elections. It is certain even those remaining in the party are not so sure about its feasibility, as demonstrated by their avoidance of debate, meaning there are only a handful of "Lee fanatics" who will go with their boss all the way. They know too well, however, once the GNP sweeps the polls, the opponents, politicians and voters alike will turn into proponents as they used to do in the past "like so many lemmings." as one U.S military officer ridiculed. At first, the president and his aides talked about logistical benefits but shifted toward emphasizing its value for tourism later. They even claimed the artificial integration of natural waterways would improve the quality of potable water, but turned silent after a phenol contamination incident. They have cast aside collective protests by about 400 professors as ignorant behavior from non-experts. If the ruling elite turns a deaf ear to the academics voices, would they listen to those of the general public? People at core of the power say President Lee's will for the project is irreversible. What's really irreversible is the environmental disaster that could continue long after the damage is done. 대운하와 관련된 비겁함 국민적 관심사에 꽁수는 안 통한다 한국 최대의 건설회사에서 쌓은 화려한 경력이 말해 주듯이 이명박 대통령은 대규모 토목사업으로 일어섰다. 서울 한복판을 흐르는 청계천의 복원이 수도 시장직을 향한 문을 열어주었다면 대운하 공약은 지난 12월 대선에서 내륙 지방의 부동표를 결정적으로 끌어모아서 그가 대권을 차지하는데 도움을 주었다. 그러나 이상하게도 한나라당은 다음 달에 있을 총선에서 이 운하 문제를 거론하지 않기로 결정했다. 대통령 선거에서는 효자노릇을 하던 사업이 왜 국회의원 선거에서는 애물단지로 전락해야 한다는 말인가? 이 대통령이 이사업을 그저 득표용 미끼로사용하고 추후 포기한 것이라면 유권자들은 그저 또 하나의 정치적 일구이언이구나 하고 욕하고 말면 될 것이다. 문제는대통령과 그의 측근들 모두 그런 말을 한 적이 없다는 것이다. 대운하 사업에 관한한 청와대의 공식 입장은 “국민 여론을 수렴한” 뒤에 추진한다는것이다. 여기서 이 말썽 많은 사업의 찬반 논쟁을 되풀이하는 것은 지면의 낭비이지만 비용과 수익 모두에 있어서 차이가 너무 커서 도대체 그들이 같은 주제를 놓고 얘기하는 것인지 생각이안 들 정도이다. 객관적인 자료에 의거한 보다 많은 그리고 보다 공개적인 토론이 있어야 한다. 그렇다면 총선만큼 여기에 적합한 무대가 어디 있다는 말인가? 이제까지는 이 문제가 환경 보호론자 및 여타 시민단체와 정부간의 싸움이었다. 이제는 가장 열띤 선거 이슈가 되어서 이 문제가 이대통령과 그의 소속 당으로부터 여타 모든 출마자들을 갈라놓고 있다. 총선 공천을 받지 못하자 최근에 탈당한 전 한나라 당원들이 그 맨 앞에 있다.당에 남아있는 사람들 조차도 타당성에 확신을 갖지 못하고 있다는 사실은 그들이 논쟁을 꺼리는 것에도 잘 나타나 있으며 이는 한줌 밖에 안되는 “이사모”회원들만이 그들의 우두머리와 끝까지 같이 할 것이라는 뜻이다. 그러나 그들은 일단 한나라당이 선거에서 압승하면 정치인이든 유권자든 반대파들은 찬성으로 돌아설 것이란 사실을 너무 잘 알고 있으며 이들은 어느 미국 장성이 비웃었듯이 “마치 한 무리의 들쥐들처럼”과거에도 그래왔기 때문이다. 대통령과 그의 측근들은 처음에는 물류상의 이점을 애기하다가 나중에는 관광면의 가치쪽으로 옮겨갔다. 그들은 심지어 자연적인 물길을 인위적으로 합치는 것이 식수의 질을 향상시킬 것이라고까지 말하다가 페놀 오염 사건 이후 조용해졌다. 이들은 400여 명의 교수들이 집단으로 반대의사를 표명하자 이를 비전문가들의 무지한 행동이라고 일축했다. 핵심 통치 세력들이 학자들의 목소리에도 귀를 닫는다면 이들이 일반 대중의 말을 들을까? 권력의 중심에 있는 이들의 말로는 이 대통령이 이 사업에 대한 의지는 돌이킬 수 없다고 한다. 정말로 돌이킬 수 없는 것은 일단 피해가 가해진 뒤에는 장구하게 계속될 환경상의 재앙이다.
