ㅁAbnormal Elections voters Should Act to Help Normalize Politics Following a noisy nomination and registration procedure, about 1,200 candidates started official campaigning for the 18th National Assembly midnight yesterday. The past two weeks of candidate selection - marred by power struggles and factional feuds within major parties - were hardly bearable even by the standards of Korean politics. Unfortunately, the next two weeks of formal electioneering will likely prove little better, as seen by an aspirant caught red handed in the middle of a money-for-vote scheme. This makes voters repeat an old question: What's all the fuss about? Were those aged, multiple-term lawmakers who had failed to win party nominations shedding tears in public for losing yet another opportunity to serve their electorates and nation anymore? Rep. Lee Sang-deuk, an Assembly vice speaker and one of the oldest and most controversial candidates, was rather frank when he said his reelection would help his younger brother, President Lee. Help to do what, however - conduct better state administration or cement party hegemony? Likewise, Lee's in-house rival, Rep. Park Geun-hye, said the party's nomination cheated her and "the people" How many piople outside her core support group would have sympathized with the presidential daughter-turned-factional boss? With almost all failed but well-known nominees set to run as independents, this will be one of the hottest contests judged not by parties but by persons, a lamentable setback for parliamentary politic. Even more deplorable amid this electoral free-for-all is the nearly complete disappearance of campaign issues and pledges. Most printing shops in Seoul's Chungmuro area, where this paper is situated say most campaign pamphlets they make are filled with only photos and slogans of candidates, and few campaign promises. It is against this backdrop that old, corrupt electioneering practices could rear their ugly heads again, as already spotted in vote buying. State prosecutors and election managers are vowing to upgrade the nation's election culture to yet another level, but past experience shows only the unlucky ones will fall prey to these watchdogs. The officials should stick to their pledge to free the election from the three M's - money, mud-slinging and medea abuse. Otherwise, most signs indicate the nation's election clock could go back to decades ago this time. Another danger is governmental influence in voters' judgment. This concern is justifiable enough, as many local administrations and councils have been dominated by the Grand National Party even since the GNP was an opposition party. None other than President Lee is making remarks that are difficult to differentiate from campaign support for his party. Korean politics causes popular disgust with the body politic. Even without quoting the old saying that people only have representatives of their own level, the public should actively participate in politics, demanding more democracy, transparency and procedures based on grass-roots democracy. All the should start with casting ballots, which is why reports expecting a record low voter turnout are all the more worrisome. 이상한 선거 정치를 정상화하기 위해 유권자들이 행동해야 한다 요란한 공천과 등록절차가 끝나고 약 1,00명의 후보들이 어제 자정을 기해서 18대 국회의 공식 선거운동을 시작했다. 주요 정당들 내부의 권력 투쟁과 파벌 싸움으로 얼룩진 지난2주간의 후보 선택 과정은 국내 정치의 기준으로도 보아주기가 힘들었다. 불행하게도 앞으로 2주의 공식 선거 운동기간도 별로 나을 것 같지는 않아 보이는 것이 한 후보자가 돈으로 표를 사려는 와중에 현장에서 들켜버린 것만 봐도 알 수 있다. 이런 일들을 보면서 유권자들은 이 모든 소동이 다 무엇을 위한 것일까 하는 해묵은 질문을 다시 던지게 된다. 당의 공천을 얻는데 실패한 뒤 대중앞에서 눈물을 보인 다선의 노 정객들은 과연 다시 한번 선거 구민들과 국가를 위해서 봉사할 기회를 놓친 것 때문에 그런 것일까? 국회 부의장이자 최고령이면서 가장 논란이 많은 후보들 중의 한 사람인 이상득 의원은 차라리 솔직하게 자신의 재선이 동생인 이 대통령에게도 도움이 될 것이라고 말했다. 그러나 국정운영 향상과 당권 장악 중 어느 것에 도움이 된다는 말일까? 마찬가지로 이 대통령의 당내 라이벌인 박근혜 의원은 당의 공천이 자신과 “국민”을 속였다고 말했다. 그녀의 핵심 지지자들을 제외하고 얼마나 많은 국민이 대통령 딸에서 계파의 우두머리로 변신한 그녀에게 동정을 표했을까? 공천은 얻지 못했지만 대중적 지명도가 있는 거의 모든 후보들이 무소속으로 출마할 작정이므로 이번 선거는 정당이 아닌 인물위주의 가장 치열한 선거가 될 것이며 이는 의회민주주의로서는 안타까운 퇴보이다. 이 난장판식 선거에서 더욱 애석한 것은 선거에서의 쟁점이나 공약이 거의 실종되어버렸다는 사실이다. 본지의 회사가 있는 서울 시내 충무로의 대부분 인쇄 업체들은 선거 전단지가 공약은 거의 없이 후보들의 사진과 구호로만 도배되어 있다고 말한다. 이미 실패한 매표 시도에서 보듯이 이런 배경에서 낡고 부패한 유세 관행이 그 추한 구태를 다시 드러내는 법이다. 검찰과 선거관리위원회 관계자들은 우리 나라의 선거 문화를 한 차원 더 격상 시키겠다고 다짐하고 있지만 과거 경험으로 볼 때 재수없는 사람들만 희생물로 걸려들 것이다. 이 당국자들은 자신들이 다짐한 대로 선거를 3M, 즉 돈과 비방 및 언론의 악용으로부터 해방시켜야 한다. 그렇지 않으면 이번에 선거 시계가 수십년 전으로 후퇴할 조짐이 역력하다. 또 다른 위험은 유권자의 판단에 대한 정부의 입김이다. 이러한 우려는 충분이 이유가 있는 것이 많은 지방 자치 단체나 의회가 심지어 야당이던 시절부터 한나라 당에 의해 지배되어왔기 때문이다. 다른 사람도 아닌 이 대통령 자신부터 자당의 선거지원과 잘 구분이 안 가는 발언들을 쏟아내고 있다. 국내 정치가 현실 정치에 대한 대중의 혐오감을 불러 일으키는 것은 사실이다. 국민은 자신의 수준에 맞는 대표들을 가질 수 밖에 없다는 옛말을 인용하지 않더라도 대중은 정치참여를 활발히 해서 보다 민주적이고 투명하며 풀뿌리 민주주의에 기초한 절차를 요구해야 한다. 이 모두는 한표를 행사하는 것으로부터 시작되어야 하며 바로 그런 이유로 해서 최저 투표율을 예상하는 보도들이 한층 더 걱정스럽다.
