Distribution of Rewards Diplomatic Posts Are Not Electoral War Trophies President Lee Myung-bak has embarked on his diplomatic swing of the "big four"-the United States, Japan, China and Russia. It is questionable, however, whether Lee's meeting with Japanese Prime Minister Yasuo Fukuda next week will attain the expected results, considering the Korean ambassador to Tokyo was named only this Monday and has yet to receive the host government's agrement. The situation is unlikely to be much better in Beijing next month. The two top diplomatic posts remained vacant for more than a month until the results of the April 9 parliamentary polls came out. President Lee gave the Japanese ambassadorship to Rep. Kwon Chul-hyun, who failed to win the Grand National Party's nomination. This is problematic not just for having created a protracted administrative vacuum but also for committing a grave diplomatic discourtesy to important partners. The delay in naming overseas mission chiefs has caused a chain-like void of normal operation at the Foreign Ministry headquarters. So much so that Chiristopher Hill, the US envoy for North Korean nuclear issues, did not know who his South Korean counterpart was during a recent visit to Seoul. A ministry official said the designation of 37 ambassadors and consul generals made on the same day took the officials' experiences into account under the President's "pragmatic diplomacy" principle. The comment would have won even a modicum of popular consent had the naming come before-not after? the elections. However, a look at the list of new consul-general nominees confirms some what different stories. Kim Jae-soo, consul general to Los Angeles, is a lawyer who helped President Lee extricate himself from the stock manipulation scandal involving a Korean American operating in the U.S city. Consul generals to Shanghai and Seattle also contributed to Lee's election victory. Lee Woong-gil, a U.S citizen who worked in Lee campaigns overseas and named consul-general to Atlanta, declined the offer later. He made the right move as the appointment of a non-Korean violates the Government Employees Act. Bofere Lee's decision, however, another Foreign Ministry afficial had said this would not matter, as Lee will regain his Korean nationality until formal appointment. What a way to open "pragmatic"diplomacy! Most piople would understand the extraordinary and plenipotentiary posts of ambassadors and consul generals need to be filled with people close to the President, as they act on behalf of the Chief Executive in foreign countries. One also may ot have to bo a career diplomat to take up top diplomatic jobs, as long as he or she is an expert in his or her profession. But detailed principles of pragmatic diplomacy call for better service and "rational"personnel management at overseas missions. We do not know whether the consul-general nominees meet the last two criteria. As long as the election victories regarded as blank checks to distribute war trophies to as many helpers and supporters as possible, the system of representative democracy itself could be at peril. Such a concern would prove to be not unwarranted if the designation of overseas mission chiefs is just the beginning of the upcoming personnel appointment too a number of state enterprises and other President-appointed posts. 논공행상 외교 직책이 선거의 전리품은 아니다 이명박 대통령이 “4강” 즉, 미국, 일본, 중국 및 러시아 순방외교 길에 나섰다. 그러나 다음 주에 있을 이 대통령과 후쿠다 야스오 일본 총리와의 회담이 소기의 성과를 거둘지는 의문인 것이 주일 한국 대사가 겨우 이번 월요일에 내정되어서 아직 주재국 정부의 아그레망도 받지 못했기 때문이다. 이런 상황은 다음 달 중국에서도 별로 많이 나아질 것 같지 않다. 이 두 최고위 외교관직은 4.9총선의 결과가 나오기 전까지 한 달도 넘게 공석상태로 있었다. 이 대통령은 일본 대사 자리를 한나라당 공천을 받지 못한 권철현 의원에게 주었다. 이것은 장기간 업무 공백을 초래했을 뿐만 아니라 중요한 외교 상대국에 심각한 외교적 결례를 범했다는 점에서 문제가 된다. 해외 공관장 지명이 지연됨에 따라 외교부 본부도 연쇄적으로 정상적인 운영의 공백을 가져왔다. 어느 정도였냐 하면 북핵 문제의 미국측 특사인 크리스토퍼 힐이 최근 서울을 방문했을 때 자신의 한국측 상대가 누군지 모를 정도였다. 외무부의 한 당국자는 이날 이루어진 37명의 대사와 총영사의 인사가 대통령의 “실용외교”원칙에 따라 당사자들의 경험을 고려한 것이라고 말했다. 이 발언이 선거 후가 아니라 전에만 나왔더라도 아주 적으나마 국민의 동의를 얻었을 것이다. 그러나 새로운 총영사 명단을 보면 이야기가 좀 다르다는 것을 확인할 수 있다. 김재수 로스앤젤레스 총영사는 변호사로서 이 미국도시에서 활동하던 한국계 미국인이관련된 주가 조작 사건에서 이 대통령이 빠져 나오도록 도와준 사람이다. 상해와 시애틀 총영사도 이 대통령의 선거 승리에 기여한 사람들이다. 이 대통령의 해외파트 캠프에서 일했고 애틀랜타 총영사로 지명된 미국 시민인 이웅길씨는 나중에 고사했다. 잘 한 일인 것이 한국인이 아닌 사람을 임명하면 공무원법 위반인 것이다. 그러나 이웅길씨의 결정 이전에 또 다른 외교부 관리는 이영사가 정식 임명 전 까지는 한국 국적을 재취득할 것이므로 별 문제가 안 될 것이라고 말했다. “실용”외교를 이런 식으로 시작하다니@ 국민 대다수는 특명 전권의 성격을 지닌 대사와 총영사가 외국에서 자국 최고 통치자를 대행하는 것이므로 대통령과 가까운 사람들이 되는 것을 이해할 것이다. 또 자신의 직종에서 전문가라면 반드시 직업 왹관이 아니더라도 최고위 외교관직에 오를 수도 있다. 그러나 실용외교의 세부 원칙은 대(對)국민 봉사의 개선과 외국 공관에서 “합리적”인사를 촉구하고 있다. 우리는 총영사 지명자들이 나중의 두 기준을 충족시키는지 알지 못한다. 선거의 승리가 최대한 많은 조력자들과 지지자들에게 전리품을 배분하는 백지수표처럼 여겨지는 한 대의민주주의 제도 자체가 위험에 빠질 수 있다. 만약에 해외 공관장 지명이 앞으로 있을 만큼 국영 기업과 여타 대통령이 임명하는 직책에 대한 인사의 시작에 불과하다면 이러한 우려가 근거 없는 것이 아니란 점이 입증될 것이다.
