Low Trust Society No Democracy or Economy Amid Rampant Corruption As a candidate, President Lee Myug-bak vowed to punish tainted officials by slapping them with fines 50 times more than the bribes they took. Corruption averse people thought even that was too lenient. But his government recently pulled down the ceiling of monetary penalties to just five times that of the bribe, or one tenth of the initial pledge, reconfirming the hyperboles of campaign promises while revealing the gap between popular and administrative sentiments on justice. Many Koreans do not hide their envy of Finland, which often tops various lists of national competitiveness. The two countries are similar in many ways - scarce natural resources, the geopolitical disadvantage of being sandwiched between far larger countries, high educational fervor and even their IT strength. The most noticeable - if not the only - difference is the integrity of officials and transparency of various institutions, be it government agencies or business corporations. In demonstrating Finland's strong respect of law and punishment in accordance with the violators' status, a Finnish court levied an eye-popping fine of $60,000 on a young venture businessman for speeding. In Korea, traffic signals are often treated as a joke for people with money and social positions. Corruption has permeated every corner of this society, particularly the Establishment - not just the government and businesses, but also the prosecution and even news media - as shown by the list of people who allegedly received "envelopes" from the Samsung Group, revealed bty a whistleblower recently. This in turn has sharply eroded popular trust in leaders and the state itself. For most ordinary people, the hard-won democracy is little more than a switch of power - between equally corrupt politicians grouped with ideologically sympathizing bureaucrats - whether they pose themselves as progressives or conservatives. Economic experts lament the nation's gradual fall in GDP, saying this country mat not join the group of advanced countries. What they should know, however, is the country can never become advanced - even if President Lee manages to keep his promise of $40,000 in per capital income - with the current low level of trust in and integrity among leadership, which spreads to the rest of society. What is particularly worrisome is the incumbent administration's catchphrase of "pragmatism," which only focuses on results while, neglecting the process, would be detrimental, rather than helpful, to the nation's spiritral rebirth toward corruption-free future. 저 신뢰 사회 만연한 부패 속에서는 민주주의도 경제도 없다. 후보시절 이명박 대통령은 수수뇌물의 50배에 달하는 벌금을 물림으로써 부패 공무원들을 처벌하겠다고 다짐했다. 부패에 넌덜머리가 난 국민은 그것도 너무 너그럽다고 생각했다. 그러나 이 정부는 최근 벌금의 상한선을 수뢰액의 5배 즉 애당초 약속한 것의 10분의 1로 끌어내림으로써 선거공약은 뻥튀기라는 사실을 재확인하는 한편 국민과 정부 사이의 법 감정의 괴리를 드러냈다. 그럼에도 징역형에 벌금을 추가한 것은 우리나라가 벌이는 공직사회 내 부패와의 정쟁에서 옳은 방향으로 한 걸음 진전된 것이다. 공무원들 사이에 만연해 있는 부패는 부정을 저지른 공무원 10명 당 4명 정도만이 처벌된 것에서 보듯이 상당 부분 형벌이 너무 가볍기 때문으로 그 벌 역시도 징역형에만 국한되었다. 그러므로 대부분의 비리 공무원들은 ‘설사 재수가 없어서 소수의 징계자 사이에 끼더라도 한 두 달이나 1-2년만 감옥에서 고생하면 된다’고 생각했다. 국민 대다수는 아직도 사법 당국이 이 줄어든 벌금의 상향선이나마 실제로 얼마나 자주 부과할 지 의문스러워 하는 상황이다. 국제투명성기구가 발표한 공직.정치 분야 부패 인식 지수에서 한국이 2005년 40위에서 2006년 42위, 2007년 43위로 순위가 계속 떨어진 것도 이상한 일이 아니다. 반면 아시아의 최고 청렴국인 싱가포르는 일찍이 1980년에 부패로 축적한 재산을 동결하고 압수하는 q법을 제정했다. 많은 한국인들은 여러 국가 경쟁력 순위에서 종종 1위를 차지하는 핀란드를 드러내 놓고 부러워한다. 두 나라는 희소한 천연 자원과 훨씬 대국 사이에 낀 지정학적 불리한 점, 높은 교육열과 심지어 IT산업의 강점까지 많은 점에서 비슷하다. 유일한 차이는 아니지만 가장 현저한 차이는 공직자들의 청렴도와 정부기구나 기업 등 다양한 기관들의 투명성이다. 핀란드가 얼마나 법을 준수하고 위반자의 위상에 맞는 처벌을 하는 가를 보여주는 사례로 핀란드의 한 법원은 과속을 했다는 이유로 한 젊은 벤처 기업가에게 6,000만 원이라는 엄청난 벌금을 부과했다. 한국에서는 돈이나 사회적 지위를 가진 사람들에게는 교통신호는 우스울 때가 많다. 부패는 우리 사회 특히 정부나 기업 뿐만 아니라 검찰과 언론까지 기득권층의 구석구석가지 배어있는데 이는 최근 어느 내부 고발자가 밝혔듯이 삼성그룹의 “봉투”를 받은 것으로 알려진 사람들의 명단만 보아도 알 수 있다. 이는 다시 국민의 지도층과 국가 자체에 대한 신뢰를 심각하게 잠식했다. 대부분의 보통 사람들에게 어렵게 쟁취한 민주주의는 진보 혹은 보수 어느 쪽을 자처하건간에 똑같이 부패한 정치인들과 이들과 이념을 같이하는 관료들이 합쳐진 세력들 사이의 권력 교체 그 이상이 아니다. 경제학자들은 우리나라의 국내총생산이 계속 떨어지는 것을 우려하며 우리가 선진국 그룹에 끼지 못할지도 모른다고 말한다. 그러나 그들이 알아야 할 것은 우리 나라는 설사 이 대통령이 자신의 약속인 1인당 소득 4만 달러를 지킨다 하더라도 지도층에 대한 국민의 신뢰와 지도자들 자신의 청렴도가 이토록 낮고 또 이것이 나머지 국민들 사이로 퍼져나가는 한 결코 선진국이 될 수 없다. 특히 과정을 무시한 채 결과에만 집중하는 현 정부의 구호이기도 한 “실용주의”가 부패 없는 미래를 향해 우리 나라가 정신적으로 다시 태어나는 데 있어서 도움을 주기 보다는 지장을 초래할 수도 있다는 점이 걱정스럽다.
