Free Trade Debate Democrats' Rejection of Dal Is Blessing in Disguise Good or bad, the incumbent, 17th-term National Assembly will likely fail to approve the free trade agreement with the United States. Rival political parties will surely engage in tedious name-calling and finger pointing for weeks, or months, to come for not putting the presumably beneficial free trade deal into effect as early as possible. That time, however, can and should be used far more effectively. Cheong Wa Dae and the governing Grand National Party accuse the opposition parties of trying to thwart the deal for political purposes. They say the opposition to the so- called KORUS FTA by the U.S Democratic Party, including its two presidential contenders, adds good reasons for Seoul to preemptively ratify it and pressurize their American counterparts. As we have frequently said, this can be little more than wishful thinking,, considering the wide gap in negotiating and economic powers of the two countries. Washington has been changing, or supplementing, bilateral trade accords when it wished to, as shown by past experiences, although it was hardly the other way around. Nor do we side with the political opposition, including the United Democratic Party, which is trying to link the trade agreement's approval to another controversial accord on resuming the imports of U.S. beef. The two trade accords were totally separate issues from the start. As is well known, however, the U.S. Congress put forth Korea's beef import as a precondition for launching free trade negotiations. So, the opposition party is not entirely wrong to call for changing he disadvantageous beef accord as a precondition for ratifying the free trade pact. Hidden behind and painfully lacking in this partisan wrangling over political responsibility are two things; whether and how much the bilateral free trade accord is beneficial for the nation's economy, and if it proves to be so, what Seoul should be doing to turn the theoretical gains into actual ones. Joseph Stiglitz, former vice president of World Bank, once compared the free trade deal between Korea and America to a boxing match between heavyweight and lightweight players. Korea is no match for the U.S. not only in economic size but also in the level of industrial sophistication. In other words, Seoul lags far behind Washington in industries ranging from first (agriculture) to third (finance). The only advantage it has is in some secondary (manufacturing) sectors, like appliances and median-quality cars. Proponents cite the effect of upgrading the nation's industrial structure and economic operations if the nation becomes one market with the United States. Koreans have seen enough adverse effects, however, an ''unprepared'' economic liberalization and market opening could bring about, in the 1997-98 currency crisis, a year after it joined the Organization for Economic Cooperation and Development. Experts say Korea-U.S. free trade deal would result in up to a $20-billion increase in bilateral trade, but if the government expects it could take half of that amount automatically and without preparation, it is seriously mistaken. Theoretical benefits are nothing without knowing the details and exact calculations on which countries and industries will be final winners. The U.S. negotiators are powerful trade lawyers backed by multinational corporate giants. It is doubtful in this regard how many politicians, and even bureaucrats, here have read the ''fine print'' of the deal. With the U.S. Democrats making their opposition official, Korean officials have gained precious time, which the y should use for meticulous examination to prepare for possible demands from a Democrat-governed Washington to redo the deal. 자유무역 논쟁 민주당의 협정거부는 불행 중 다행이다. 좋든 나쁘든 간에 현 제17대 국회는 한미 자유무역협정을 비준하지 못할 것 같다. 여야는 혜택을 가져올 것으로 짐작되는 자유무역 협정을 최대한 빨리 실행에 옮기지 못한 것에 대한 비방과 책임전가로 향후 수 주일 혹은 수 개월을 보낼 것이 확실하다. 그러나 이 시간은 보다 효과적으로 쓰여질 수 있고 또 그래야 한다. 청와대와 여당인 한나라당은 야당이 정치적 목적으로 이 협정을 무산시키려 하고 있다고 비난한다. 그들은 두 대권주자를 포함한 미국 민주당이 소위 ‘코러스’ FTA를 반대하는 것이 한국이 이를 선수를 쳐서 비준하고 미국측 상대방을 압박해야 하는 좋은 이유를 더 해 준 것이라고 말한다. 우리가 빈번히 말해 온 것처럼 양국간의 협상 및 경제력의 차이로 볼 때 이는 희망사항 이상이 되기 힘들다. 과거의 경험에서 보듯이 미국은 원하면 양자간 협정을 고치거나 보완해왔지만 한국은 거의 그러지 못했다. 그렇다고 우리가 무역 협정의 승인을 쇠고기 수입 재개에 대한 또 하나의 말썽 많은 무역 합의에 연계 시키려는 통합민주당을 포함한 야당의 편을 드는 것도 아니다. 이 두 무역 협정은 애초에 완전히 별개의 문제였다. 그러나 잘 알려진 바 대로 미 의회는 한국의 쇠고기 수입을 자유 무역 협상 시작의 전제 조건으로 내세웠다. 그러므로 자유무역 협정을 비준하는 전제조건으로 이 불리한 쇠고기 합의를 고치도록 촉구하는 야당이 전적으로 틀린것은 아니다. 이러한 정치적 책임 공방의 뒤에 가려져서 마음 아플 만큼 보이지 않는 문제가 두 가지 있는데 즉 이 양자간의 자유 무역 협정이 진정으로 또 얼마나 우리 경제에 혜택이 있으며 만일 그렇다면 한국정부가 이 이론적 이익을 실제적이 sdldlr으로 만들기 위해 무슨 일을 해야 하느냐 이다. 전 세계은행 부총재인 조지프 슈티글리츠가 한 번은 한미 자유무역협정을 헤비급과 라이트급 사이의 권투 경기에 비유한 적이 있다. 한국은 경제 규모뿐 아니라 산업의 고도화 정도에 있어서 미국에 상대가 안된다. 달리 말하면 한국은 1차 (농업) 산업에서 3차 산업 (금융)에 까지 미국에 한참 뒤져 있다. 유일하게 우위를 점한 부분은 일부 2차 산업 (제조업)에서 이며 여기에는 전자 제품이나 중간 품질의 자동차 정도이다. 지지자들은 미국과 하나의 시장이 된다면 우리의 산업 구조나 경제 운용 수준을 향상시키는 효과를 이유로 든다. 그러나 한국 국민들은 “준비 안된” 경제 자유화나 시장 개방이 어떤 부작용을 가져 오는지 1997-98년의 외환위기에서 충분히 보았으며 이는 우리가 경제협력개발기구에 가입한지 1년만에 벌어진 일이다. 전문가들은 한-미 자유무역협정이 양자간 무역을 200억 달러까지 늘릴 것이라고 말하지만 정부가 그 중 절반을 자동적으로 준비도 없이 취할 수 있다고 예상한다면 심각한 착각이다. 이론적인 혜택은 세부사항을 잘 알고 어떤 나라가 또 어떤 산업이 쵷의 승자가 될 지에 대한 정확한 계산이 없는 한 아무 것도 아니다. 미국 통상 전문가들은 거대 다국적 기업들의 지원을 받는 막강한 무역 전문 변호사들이다. 이런 점에서 우리 정치인들과 심지어 관료들 중 몇 명이나 이 협정의 “세부 문안”을 읽어보았는지 의문이다. 미국 민주당이 그들의 반대를 공식화한 이상 한국 당국자들은 귀중한 시간을 번 것이며 이 시간 동안 그들은 협정을 꼼꼼히 검토하고 민주당 지배하의 미국 정부가 혹시라도 이를 재협상 하자고 요구할 것에 대해 준비하는 데 사용해야 한다.
