Candles and Prayers It's Time to Sort Ourselves Out It's comforting that the biggest anti-government street protest in 21 years ended without the use of violence by either side Tuesday. But it is too early to feel relieved, as the rally's organizers appear set to keep the candlelight on until President Lee Myung-bak hangs out a flag of surrender, which he has already done in part. However, what if his "self-renovation" falls short of the public's expectations? It's time to think how to unsnarl the post-vigil situation. Nobody thinks the 42-day-long candlelit protests were only about the mad cow scare, but "renegotiating" the beef import deal still holds the key to resolving this social and political turmoil. The problem is, Washington has repeatedly ruled out any possibility for revisiting what it thinks is a "wonderfully negotiated accord." Will indefinite protests by Koreans change U.S. officials' minds? Even if Washington makes the extremely unlikely decision to change the agreement, will Korea gain more than it loses or will the event go down as a historic victory? We doubt it. If and when the two trade partners agree to do so, they may be able to bent international trade rules temporarily. But the country that first asks to do this will have to pay the price, not only bilaterally but also multilaterally for a very long time. There must be multiple ways to guarantee the safety of imported beef through additional talks, whether they call it renegotiation or not. What matters is not the phrase but the content. Most commentators here praise the candlelit protests as a victory of direct democracy, enabling the people to attain what representative democracy has failed to provide. It may be so, or it may be not, as it seems a little too early to judge. What is certain, however, is the nation has yet to practice representative democracy true to its name, as most major political changes seem to have been made by popular revolts. Should this be a source of pride or something to seriously reflect on at a national level? Alongside the candlelit protests, there were prayer meetings held mostly by conservatives. It is rather sad to watch a small gathering initiated by young students over food safety turn into another ideological showdown, This should be neither about pro- or anti-Americanism nor another eruption of decades-old grudges between rightists and leftists, groups that do not even exist in this country, as Westerners understand the terms. This is about whether or not Korea can practice true democracy - representative democracy. President Lee of course has none other than himself to blame for this fiasco, ranging from his excessive reliance on nepotism and cronyism as well as his neglect of just, democratic procedures in the hasty pursuit of results. It's time, however, to sit down and watch how the President tries to change himself and his surroundings. Unless a president commits national treason or grave corruption, people power cannot oust the leader they elected less than four months age. It's President Lee who should make people go back to their normal lives. But the people also need to calmly reflect over how long this country should keep attaining major changes through street politics. 촛불과 기도 이제는 진정을 되찾을 때이다. 지난 화요일 21년 만에 최대의 반정부 가두 시위가 양 쪽 다 폭력을 행사하지 않은 가운데 끝난 것은 불행 중 다행이다. 시위주최 측에서 이명박 대통령이 백기를 내걸기 까지는 촛불 집회를 멈추지 않을 태세이므로아직 안심하기는 이르지만 이 대통령은 어느 정도 이미 항복을 했다. 그러나 그의 “자기 쇄신”이 대중의 기대에 못 미친다면 어떻게 될까? 이제는 촛불 시위 잏의 상황 수습에 대해서 생각할 때이다. 42일간의 촛불 시위가 광우병 공포 때문 만이라고는 아무도 생각하지 않지만 쇠고기 수입 “재협상”은 아직도 이 정치 사회적 소요를 해결할 열쇠이다. 문제는 미국 정부가 자신들이 볼때는 “훌륭하게 협상이 된 합의”를 제론할 가능성이 전혀 없다고 되풀이 말해왔다는 것이다. 한국 국민이 무한정 시위를 하면 미국 정부의 마음이 바뀔까? 설사 만에 하나 미국이 합의를 변경하겠다 해도 한국으로써 잃는 것보다 얻는 것이 많으면 또 이것이 역사적 승리로 기록될까? 우리는 그렇지 않다고 본다. 두 무역 당사국이 합의하면 국제적 무역 규칙을 당분간은 편리하게 바꿀 수 있을지 모른다. 그러나 이 일을 먼저 하자고 요청한 나라는 오랜 기간 양자간 분만 아니라 다자간에 그 대가를 치러야 할 것이다. 재협상이라고 부르든 아니든 간에 추가 회담을 통해 수입 쇠고기의 안전을 보장할 길은 많다. 문제는 어구가 아니라 내용이다. 국내의 대부분 논평가들은 촛불 시위를 대의 민주주의가 제공하지 못한 것을 대중으로하여금 성취하게 해주는 직접 민주주의의 승리로 칭송하고 있다. 그럴 수도 아닐 수도 있지만 아직은 판단하기가 좀 이른 듯하다. 그러나 분명한 것은 우리는 그이름에 걸맞는 대의민주주의를 아직 해보지 않았다는 사실이며 대부분의 중요한 정치적 변화가 대중의 봉기에 의해 이루어져온 듯이 보이기 때문이다. 이것은 자랑 거리일까 혹은 국가적 차원에서 심각하게 번성해 보아야 할 문제일까? 촛불시위의 곁에서 주로 보수주의자들에 의해 열린 기도 집회가 있었다. 어린 학생들이 식품 안전 문제로 시작한 작은 집회가 또 하나의 이념 대결의 장으로 변질되는 것을 보고 있자니 슬프다. 이 문제는 친미, 반미의 문제도 좌파와 우파 간의 수 십년 묵은 감정의 분출 무대도 아니며 우리 나라에 서구인들이 이해하는 의미의 좌파와 우파는 있지도 않다. 이 문제는 한국이 진정한 민주주의 즉 대의 민주주의를 할 수 있느냐 없느냐의 문제이다. 물론 이 대통령은 이 모든 실패에 대해 자기 자신 외에 그 누구도 원망할 수 없는데 인척과 추종자들에 대한 지나친 의존과 성급히 결과만을 추구하는 과정에서 정당하고 민주적인 절차를 무시한 것 등이 문제이다. 그러나 이제는 대통령이 그자신과 주변을 어떻게 바꾸려 하는지 차분히 앉아서 지켜볼 때이다. 대통령이 국가 반역죄나 중대한 부패를 저지르지 않는 한 대중의 힘으로라도 선출한지 4개월도 안 된 지도자를 내쫓을 수는 없는 일이다. 국민들을 일상 생활로 돌아가게 만들어야 할 사람은 이 대통령이다. 그러나 우리 나라가 언제까지 길거리 정치에 의해 중요한 변화를 쟁취해야 하는지 국민들도 조용히 한번 생각해 볼 필요가 있다.
