On August 15 Nation Ought to Seek Mature Democracy, Sound Capitalism Korea has observed National Liberation Day as its biggest holiday, like most other countries de-colonized after World War Ⅱ. This year will be no exception - only the government seems set to celebrate Friday more as the 60th birthday of the Republic of Korea than as the 63rd anniversary of liberation from Japanese rule. So, what's the big fuss? Some people might say indifferently, thinking the figure of 60 is easier to remember than 63. It's not that simple, actually. The conservatives, who stick to South Korea's birthday, call the day the 60th anniversary of "national foundation." But the progressives, who seek modern Korea's roots in the declaration of independence in March 1919 and Korean Provisional Government in Shanghai set up a month later, criticize this as a plot to deny their ancestors' independence fight as well as the nation's spiritual identity. Legally speaking, the conservatives' assertion has some truth in it, as a nation must have three essential elements of people, land and sovereignty. Without the independence movement, however, liberated Korea could not claim its right to establish its own government so soon. In addition, Korea has an "original" National Foundation Day on Oct.3, according to its semi-mythical origin of B.C. 2333. Why should we curtail our history from 5,000 to 60 years? It needs to be made clear, once and for all, that the nation was not founded on this day, but that the first South Korean government was established in 1948. The United States, many Korean conservatives' spiritual utopia, regards the day of its declaration of independence on July 4, 1776 as its national foundation, not April 30, 1789when it established the federal government. It is clear what the conservatives have in mind by emphasizing the 60-year version: capitalism and industrialization have made the country what it is today. The progressives, on the other hand, want to see it as the history of democratization by driving out dictatorship. How long should we remain mired in this consumptive ideological battle, however? Can't we just recognize both industrialization and democratization? This is one of the few - if not the only - countries that won independence after World War Ⅱ and attained both in just two generations. It would be funny if we keep overly boasting it, but this is nothing to feel disgraceful about, let alone torment ourselves over. There can of course be no future without the past. But by dwelling upon the days gone by too much, one cannot go forward. President Lee Myung-bak was right when he stressed national harmony and a joint march to the future. The problem is, the really - and his administration's policies - are far from the rhetoric. Only a few years ago, South and North Korea jointly celebrated the Aug. 15 anniversaries. Now, even opposing ideological groups in the South are holing separate ceremonies. This is doubly deplorable, as China is reemerging as the global power, while Japan is recovering its political voice on the international stage. If ideological confrontation is unavoidable, the nation should focus on its future aspect, not the past one. The only way Korea can secure space between its two giant neighbors is to not stick to petty nationalism but instead to grow up as real global citizens, who put logic ahead of emotion as well as the rule of law ahead of the rule by "first-rate nation" or "another takeoff" with calm pledges to be reborn as a country of reason and common sense. 8월 15일을 맞아 우리나라는 성숙한 민주주의와 건전한 자본주의를 추구해야 한다. 제2차 세계대전 후에 식민통치로부터 벗어난 대부분의 다른 나라들처럼 한국은 광복절을 최대의 국경이로 지켜왔다. 금년도 예외는 아니지만 다만 정부가 금요일을 일제 통치로부터 해방된 63주년 보다는 대한민국 정부가 수립된 60주년으로 기념하려 하고 있다는 점이 다르다. 그게 뭐 대수냐고 어떤 이들은 무관심하게 말하고는 숫자 60이 63보다는 기억하기 좋다고 생각할 지 모른다. 사실은 그게 그리 간단하지 않다. 남한의 정부수립 기념일에 집착하는 보수주의자들은 이 날을 “건국”60주년으로 부른다. 그러나 근대 한국의 뿌리를 1919년 3월의 독립선언과 한 달 후에 수립된 상해임시정부에서 찾는 진보주의자들은 이를 조상들의 독립 투쟁과 나라의 정신적 정체성을 부인하려는 음모라고 비난한다. 법적으로 말하면 보수파의 주장이 일리가 있기도 한 것이 나라라는 것은 국민과 국토, 그리고 주권의 세가지 필수요소가 있어야 한다. 그러나 독립운동이 없었다면 해방된 한국이 그리 빨리 자신의 정부를 수립하겠다는 주장을 할 수는 없었을 것이다. 게다가 한국은 기원전 2333년의 신화에 가까운 기원에 따른 “진짜” 건국기념일이 10월 3일에 있다. 무엇 때문에 우리의 역사를 5,000년에서 60년으로 단축한다는 말인가? 이날은 우리나라가 세워진 날이 아니라 남한의 첫 번째 정부가 수립된 날임을 분명하게 해 둘 필요가 있다. 많은 한국 보수주의자들의 정신적 이상향인 미국도 연방정부가 수립된 1789년 4월 30일이 아니라 독립선언을 한 1776년 7월 4일을 건국 일로 삼고 있다. 보수주의자들이 60년 설을 강조하는 속내는 뻔한 것이 자본주의와 산업화가 오늘의 한국을 만들었다는 것이다. 반면 진보주의자들은 이 기간을 독재를 몰아내고 민주화를 이룩한 역사로 간주한다. 그러나 도대체 우리는 언제까지 이 소모적인 이념 전쟁의 수렁에 빠져있어야 할까? 산업화와 민주화를 둘 다 인정할 수는 없는 걸까? 이 나라는 2차 대전 후 독립된 나라들 중 이 두 가지를 모두 이룩한 유일국가는 아니더라도 몇 안 되는 나라들 중의 하나이다. 우리가 지나치게 이를 자랑하고 있어도 우습겠지만 절대로 부끄러워 하거나 일부 외국인들이 말하듯 자학할 일은 더욱 아니다. 물론 과거가 없이 미래는 있을 수 없다. 그러나 지나치게 과거에 머물면 앞으로 나아갈 수가 없다. 이명박 대통령이 국가적 화합과 미래를 향해 다 함께 나아가자고 한 것은 맞는 말이다. 문제는 현실과 그의 정부가 펴는 정책이 이런 말들과 거리가 멀다는 것이다. 불과 수년 전 남북한은 8.15 기념일을 함께 축하했다. 지금은 남한에서 조차 이념을 달리하는 집단들이 따로 행사를 벌이고 있다. 중국이 세계적 강국으로 다시 부상하고 일본이 국제 무대에서 정치적 목소리를 회복하고 있기 때문에 이런 현실은 갑절로도 통탄할 일이다. 이념적 대립이 불가피하더라도 우리나라는 그 과거가 아닌 미래적 측면에 초점을 맞추어야 한다. 한국이 두 거대한 이웃사이에서 입지를 확보하는 유일한 길은 편협한 민족주의를 고수하는 것이 아니라 진정한 지구촌 시민으로 성장하는 것으로써 감정보다 이성을 앞세우고 인치보다 법치를 우선해야 한다. 또한 이제는 “선진국”이나 “일류국가” 또는 “제2의 도약” 같은 졸부냄새가 나는 구호를 버리고 이성과 상식이 통하는 나라로 다시 태어나겠다는 조용한 다짐을 해야 할 때이다.
