Hungry Birthday North Korea Should Shatter Illusion of 'Socialist Heaven' Swashbuckling was the word describing the massive military parade in Pyongyang celebrating the 60th anniversary of North Korea's founding Tuesday. "Should the enemies dare to ignite a war, we will mercilessly punish the invaders mobilizing all powerful potential." So went a similarly overly hostile congratulatory message read by Kim Yong-nam, the North's nominal head of state, on its eve. What all this means is clear and simple: "We need all this military buildup (plus some atomic bombs in hiding) to defend our fatherland from the United States always watching for opportunities to attack us, aided by their South Korean puppets." The authenticity of this time-old political propaganda has long been unquestionable for North Koreans, but out of the question for the rest of the world. As everybody knows, real danger lies elsewhere - economic collapse - with millions of North Koreans exposed defenselessly to another tragic famine looming over them long before any external enemy hits the communist state. North Korean leaders couldn't be unaware of this as well as the need for opening up and introducing some capitalist reform. That may explain why-Pyongyang had sought reconciliation with Seoul over the past decade. Still, there appears to be aspects the North's leadership cannot give up entirely to emprace the urgent and badly needed reform. Whether that may be its vested interests, including continuous rein on power, state system, ideology or self-esteem, time is not on the isolationist regime's side if nothing but its aggravating economy is any indication. Pyongyang officials may hope North Korea follows in the footsteps of China or Vietnam, preserving a socialist system while rehabilitating its economy, by allowing in the capitalist element only as little and slowly as they wat it. Unfortunately, however, most of the countries that can provide the help it needs do not seem to agree to it. What made Tuesday's display of weapons grimmer was the fact the reclusive regime is about to return - if temporarily - to the cocoon that has led to its gradual decline by restarting nuclear facilities. Pyongyang should not lose the latest opportunity of Washington's somewhat eased criterion on the inspection of nuclear disablement to prevent further pains and miseries for its people. Now that the ideologically and symbolically important 60th anniversary is over, this seems to be the last chance for a long time to join the rest of the world. It is increasingly apparent North Korea will not be another China or Vietnam or even another Cuba. The only way left for Pyongyang seems to be to follow the example Libya, which gave up all nuclear programs and suspicion of terrorism before becoming a "normal" member of the international community. Even China and Vietnam are not the "socialist heavens" North Korea is aiming to be, with history proving there can be no such thing in this real world. Unlike its socialist brothers. Pyongyang has a real blood brother which is more willing to help its estranged other half than any ideological allies. If the biggest reason hindering Pyongyang's real debut into the international community is its current leadership's adherence to power, Kim Jong-il and his coteries will go down in history as one of the most glaring destroyers of human rights - and humanity itself. 배고픈 생일 북한은 ‘사회주의 낙원’에 대한 환상을 깨야 한다. 북한 창건 60주년을 기념하기 위해 화요일 평양에서 벌어진 대규모 군사행진을 묘사하는 한마디는 허장성세라는 것이다. “적들이 전쟁을 일으키면 우리는 모든 강력한 힘을 동원해서 침략자들을 무자비하게 징벌할 것이다.” 북한의 형식적 국가 원수인 김영남이 하루 전날 읽은 여전히 지나치게 적대적인 기념사는 이와 같이 말하고 있다. 이 모든 것이 뜻하는 바는 간단 명확하다. 즉 “우리가 이 모든 군사력 증강(그리고 숨겨놓은 핵폭탄 몇 개도) 이 필요한 것은 남한 괴뢰의 도움하에 우리를 공격하려 호시탐탐 노리는 미국으로부터 조국을 수호하기 위한 것”이다. 이 해묵은 정치선전의 신빙성은 북한 사람들에게는 오래전부터 당연하지만 여타 세계에서는 문제가 되지 않는 일이었다. 누구나 알다시피 진짜 위험은 다른 곳 경제의 붕괴에 있으며 수백 만 명의 북한 주민들은 어떤 외부의 적이 이 공산국가를 공격하기 훨씬 전에 자신들에 다가오는 비극적인 기근에 무방비 상태로 노출되어 있다. 북한 지도자들이 이러한 사실과 또 개방 및 자본주의적 개혁의 필요성을 모를 리는 없다. 아마도 그래서 북한도 지난 10년 동안 남한과 화해정책을 추구했을 것이다. 그럼에도, 북한 지도자들이 이 시급하고 절실한 개혁을 수용하기 위해서 완전히 포기하기 어려운 어떤 측면들이 있는 듯하다. 그것이 계속적인 집권을 포함한 기득권이든, 국가 치제이든 이념이든 혹은 자존심이든 간에 시간은 이 고립주의 정권의 편은 아닌 것이 다른 무엇보다도 악화되는 경제가 그 표시이다. 북한 당국자들은 아마도 북한이 중국이나 베트남의 본을 떠서 자본주의적 요소를 자신들이 원하는 만큼만 조금씩 그리고 천천히 허용함으로써 경제를 갱생하면서도 사회주의 체제를 유지하기를 희망하고 있을 것이다. 그러나 불행하게도 북한이 필요로 하는 도움을 제공할 수 있는 대부분의 나라는 이에 동의하지 않는 듯하다. 화요일의 무력시위가 더욱 음울하게 보인 것은 이 은둔적 정권이 비록 잠시일지는 몰라도 핵 시설을 재가동함으로써 자신을 점진적인 쇠락으로 인도해 온 골방 속으로 되돌아가려 하고 있기 때문이었다. 북한이 주민들에게 더 이상의 고통과 불행을 주지 않으려면 미국이 핵 불능화의 검증 기준을 약간 완화하고 있는 작금의 기회를 놓치지 말아야 한다. 이념적으로 그리고 상징적으로 중요한 60주년이 지난 만큼 지금이야말로 북한이 외부세계에 합류하기 위한 당분간 마지막 기회인 듯 보이기 때문이다. 북한은 제 2의 중국이나 베트남 심지어 쿠바처럼 되기도 어렵다는 것이 점점 더 분명해지고 있다. 북한 정권에 유일하게 남은 길은 모든 핵 계획과 테러의 의혹을 완전히 포기하고 국제 사회의 “정상적인”일원이 된 리비아의 사례를 따르는 길인 것 같다. 중국이나 베트남조차도 북한이 지향하는 “사회주의의 낙원”은 아닌 것이 역사는 실제 이 세상에 그런 것은 있을 수 없다는 것을 입증하고 있기 때문이다. 사회주의 형제국들과는 달리 북한은 어떤 이념적 동맹보다도 소원해진 나머지 반쪽을 도울 용의가 있는 진짜 피를 나눈 형제가 있다. 만약에 북한이 진정으로 국제사회에 데뷔하는 것을 막는 가장 큰 이유가 현 지도층의 권력 고수라면, 김정일과 그 일당은 인권과 인간성 그 자체를 가장 극명하게 파괴한 세력 중 하나로 역사에 기록될 것이다.
