Voting Fiasco Public Discontent Grows Over Party Politics It is a pity that the governing Grand National Party (GNP) failed to pass a government-initiated supplementary budget bill in the National Assembly's Budget and Account Committee last Friday. What's really regrettable is that the majority party could not get approval for the bill because it did not meet a quorum. Where were GNP members of the committee? There is little doubt that the GNP lacks in discipline among its members who are required to represent their constituencies and promote the interests of the people. The reason for not meeting the quorum was because some GNP members of the panel were taking part in events in their constituencies ahead of the Sept. 13-15 Chuseok holiday. (Chuseok is the full moon harvest day) A quorum needs 26 lawmakers on the 50-member budget panel. Disappointingly, only 22 of GNP's 29 committee members showed up for the session. The voting took place with only 25 committee members, including three from minor conservative parties, present. Legislators of the main opposition Democratic Party were absent due to their objection to the 1.9 trillion won ($4.4 billon) supplementary budget bill. The fiasco has dealt a severe setback not only to the GNP but also to the Lee Myung-bak administration which proposed the bill to help households, especially low-income families, ease their financial burden for electricity and gas charges. Under the bill, the government planned to provide 1.6 trillion won and 840 billion won in subsidies to Korea Electric Power Corp. (KEPCO) and Korea Gas Corp. (KGC), respectively. The injection of the budget into the two state-run firms is aimed at preventing excess hikes in utility charges which have come under strong inflationary pressure due to soaring prices of oil and gas. Actually the government plans to raise electricity and gas charges by 7.8 percent and 5 percent, respectively, after Chuseok. But unless the subsidies are provided to KEPCO and KGC, the government will have to add an additional increase of 2.75 percent for electricity and 3.4 percent for gas. Worries are growing that consumers might pay more for electricity and gas amid the GNP's inability to deal with the budget bill. The Lee administration's promise to stabilize utility charges and help rein in soaring inflation is now being put to the test. And the voting humiliation is also feared to bring about internal division in the GNP. More serious is that the public distrust in political parties and the legislature is deepening. The GNP has come under criticism for attempting to railroad the bill without making compromises with the opposition parties. In the eyes of the people, lawmakers are still seen as struggling only for their partisan interests at the expense of the public good. The GNP needs to replace its leaders, including its floor leader, to get out of the deadlock and regain its lost public trust. It is imperative that lawmakers of both governing and opposition parties should stop their partisan struggles and better serve the people and the nation. 투표의 실패 정당 정치에 대한 국민의 불만 커져 지난 금요일 국회 예산결산 위원회에서 여당인 한나라당이 자당 주도의 추경예산안을 통과 시키지 못한 것은 유감이다. 더욱 유감인 것은 다수당이 예산안을 통과시키기 위한 의결 정족수를 채우지 못했다는 것이다. 예결위의 한나라당 의원들은 어디있었나? 지역구를 대표하고 국민의 이익을 증진하기로 돼 있는 한나라당 의원 사이에 기강이 결여돼 있다는 것은 의심의 여지가 없다. 정족수를 채우지 못한 것은 위원회의 일부 한나라당 의원들이 13일-15일의 추석연휴를 앞두고 자신들의 지역구 행사에 참여하고 있었기 때문이다. 50명의 예결위의 정족수는 26명이다. 실망스럽게도, 29명의 한나라당 의원 중 22명만이이번 회의에 모습을 나타냈다. 3개의 보수성향의 소수당을 포함해서 25명이 투표에 참여했다. 제1야당인 민주당 의원들은 4조 9천억원의 추경예산안을 반대했기 때문에 출석하지 않았다. 이 대실패는 한나라당 뿐 아니라 가계, 특히 저소득 가정의 전기와 가스요금 부담을 덜어주기 위해 법안을 발의한 이명박 정부에 심각한 타격을 주었다. 법안에 따르면 정부는 한전과 한국가스공사에 각각 1조6천억원과 8천4백억원을 지원할 계획이었다. 두 국영기업에 예산 투입은 치솟는 기름 및 가스 가격으로 인해 강력한 인플레이션 압박으로 생긴 공공요금의 과도한 상승을 억제에 목적이 있다. 실제로 정부는 추석 이후 전기와가스요금을 각각 7.8퍼센트와 5퍼센트씩 인상할 계획이었다. 그러나 한전과 가스공사에 보조금을 지급하지 않는다면 정부는 전기료는 2.75퍼센트 가스료는 3.4퍼센트를 추가로 올려야만 한다. 한나라당이 예산안을 처리하지 못하는 가운데 소비자들은 전기와 가스요금을 더 내야 할지 모른다는 우려가 커지고 있다. 이명박 정부가 공공요금을 안정시키고 치솟는 인플레이션의 고삐를 잡게 하겠다고 한 약속은 이제 시험대에 올랐다. 그리고 투표에서의 치욕은 한나라당 내부분열을 가져오지 않을까 하는 우려도 있다. 더욱 심각한 것은 정당과 의회에 대한 국민의 불신이 심화되고 있다는 것이다. 한나라당은 야당과 절충없이 법안을 일사천리로 진행시키려 한다는 비난에 직면하고 있다. 국민의 눈에는 아직도 의원들은 공익을 희생해 가며 그들의 당파적인 이익을 위해 고군분퉇는 것으로만 비쳐지고 있다. 한나라당은 교착상태를 벗어나고 잃어버린 국민의 신임을 다시 얻기 위해 원내총무를 포함한 지도부를 바꿔야 할 필요가 있다. 여당과 야당은 어떠한 일이 있어도 정을 멈추고 국민과 국가에게 보다 더 봉사해야 한다.
