Delayed Base Relocation Even in Unilateral Relationship, Accord Should Be Respected What meaning could there be in agreements between the militaries of Korea and the United States? One can't help but raise this question on hearing about the alleged U.S. request to - once again - put off the completion of its base relocation. Moving three U.S. military complexes in Seoul and its northern areas to 70 km south of the capital was originally supposed to end in 208, but was then postponed;first to 2012, then to 2015, and likely further back to 2019, reports say, quoting officials who attended a recent bilateral working-group meeting. They say time is money but nowhere is this truer than in moving huge military bases. Experts estimate the cost would soar by 3.5 trillion won to 13 trillion won even if they meet the 2015 deadline. American officials are citing budget constraints, as the U.S. Congress would approve only half of the $600 million in yearly outlay needed for the relocation, which makes one harbor another query: Do U.S. officials make agreements with foreign governments without even an approximate estimation of the scale of budget approvable by their lawmakers? Repeated delay is not the only problem in this bilateral tug-of-war over relocating bases southward, as the Pentagon decided not to let American troops play the role or a "tripwire" in possible North Korean military provocation. Gen. Burwell B.Bell, former commander of the U.S. Forces Korea, astonished many Koreans by one-sidedly - or in a behind-the-scenes agreement as some suspect here - swelling Seoul's burden in base relocation during a Congressional testimony in March. The U.S. military is even trying to pay their own share of costs by diverting the fund from the "special measures agreement," created by Seoul's contribution to maintain America's military presence here. No wonder some analysts are suspecting the repeated delay is making the violation of the previous agreement an established fact and sharply breaking the already unbalanced cost-sharing ratio of 58 to 42 to nearly 80 to 20 in favor of Washington. True, even Kim Jong-il reportedly recognized the need for a U.S. military presence in a reunified Korea. But should that bereason for this extremely one-sided handling of things while Japan calls for U.S. troops to present the lists of necessary facilities and services to Tokyo and provide support in goods - not in cash, as is the case of Korea? Under this situation, Korean officials self-praised the results of the recent Security Consultative Meeting, in which the two sides unnecessarily provoked North Korea by disclosing their emergency plan in case of Pyongyang's collapse while never touching on this serious issue, leaving it to the next U.S. administration. In this vein, Seoul should start from the ground up not just in base relocation but also in its strategic partnership that would almost automatically bring Korean troops to there their U.S. counterparts operate, as the Democratic Party, the likely winner of this election, calls for revisiting the bilateral free trade agreement. In preparation for that renegotiation, the government ought to first disclose the previous proceedings and make clear its key bargaining principle to win at least most basic form of popular consensus. Secrecy may be needed for military operations but not for matters suing taxpayer money. This is especially true because Washington may likely urn even stingier, citing the financial crisis.
