Unification Minister Kim Ha-joong said Pyongyang could hardly break off the Gaeseong project, which is one of the few economic accomplishments of the ailing North Korean leader. Ministry officials say they have no legal basis to stop a propaganda war done by private organizations. Rep. Hong Jung-wook of the governing Grand National Party went even further in a radio talk show, saying the fliers appear to be more effective in educating North Korean people than the "sunshine policy," playing down the North Korean threat as a tactic to take the initiative in dealing with the new South Korean government. But these comments betray only how superficial and irresponsible these officials are in dealing with serious state affairs. They were just trying to fathom out "the other side's" intention and the seriousness of its threat before calculating what risks and benefits this outdated propaganda scheme would bring about on "our side." It's understandable the families of people abducted by North Korea want to use all ways and means to publicize their case, but this kind of tactic will more likely harm their beloved ones in the North than rescue them, given the Pyoungyang regime's track record. Only continuous dialogue can move this time-old issue even a bit closer toward a solution as shown by a similar case between Pyongyang and okyo. Stepping up tension will help no one. Others expect the fliers would instigate - or inspire - North Koreans to revolt against Kim and his coterie, another ilusion as far as the dynastic communist regime is concerned. It was North Korean that staged similar tactics against the South when dictatorial rulers occupied Cheong Wa Dae. Do any South Koreans believe their country was overturned or democratized at Pyongyang's instigation? Even if North Korea runs into serious turmoil, due to leaflets or for any other reasons, this is the least desirable development for Seoul, whose entire North Korean policy is based on the regime's soft landing. Things may not - and must not - go that far, but even a minor military scuffle along the border would more than offset the effect of the $30-billion dollar-swapping deal Seoul signed with Washington, by sharply increasing security risks here. Sometimes, even political decisions require a cool cost-benefit analysis. The private groups are advised to refrain from sending ant more balloons, and the government ought to "genuinely" dissuade them.
